Can't get strange mojo nor ruuna the blind quests

This is on 3.3.5, 1x server, character named Yeetmaster.

On grizzly hills I've finished every other quest in the zone, including tactical clemency, I even got the achievement for quests in the zone, but I can't pick up ruuna the blind quest. I can't pick up quest AT ruuna the blind, which should be possible without the breadcrumb quest leading to her, but this server coded a lot of these optional quests wrong and turned they mandatory.

The other quest I can't pick up is strange mojo, I've killed several sseratus trolls, no luck. Is not in my inventory, is not in my quest. It should be a 100% drop if you are elegible for the quest and don't have it, but it won't drop for me.

Edit: it drop now. Either it's locked behind gundrak quests or the drop rate is wrong.
