7.3.5 Legion x 4 Portals and boats

I reached level 70 and wanted to go level to Northrend. The only boat working in Stormwind goes to Darnasus, no boat to northrend, and no portal to Dalaran that i could find. I checked in Stormwind, including the mages tower, i checked in Shattrath also.
Also, boat in booty bay doesn't work, i waited for 20 minutes and no boat came. Same in the wetlands. How can i go to northrend, have i missed a portal somewhere or something ?

Edit: After many logouts and hours of trying at different locations and a lot of waiting every time, somehow, a boat finally appeared in Stormwind. The problem seems to be the delay between the 2 boats using the same dock. The one for Northrend and the one for Vashj'ir ...
