Accepted "Armies of Legionfall" quest for Broken Shore but Khadgar is missing.

Server: 7.3.5 x4 Toon name: Iyr level 110 Warlock

The quest "Armies of Legionfall" popped up in my screen while at Dalaran and I accepted the quest to start grinding the quest series to unlock Broken Shore and later to unlock Argus as well

Quest requirement:
Escort Archmage Khadgar at Krasus' Landing in Dalaran.
- Meet Khadgar at Krasus' Landing

Problem is that Khadgar is not there at Krasus Landing. The Khadgar in Violet Citadel does nothing and offers nothing.

I've already done this quest before in my Paladin main a few years ago and I did not have problems I think. Now on my warlock alt, I can't get past the Armies of Legionfall quest and I simply want to do the whole quest series to unlock the portal to Argus for my warlock.
