Phasing problem with "Armies of Legionfall" Broken Shore unlock quest

Hope someone is watching tech support and hope to fix my issue.

toon: Iyr server: 7.3.5 x4

Accepted quest "Armies of Legionfall" this is the quest that starts the quest series to unlock Broken Shore and eventually to Argus.

Problem: I can't accomplish the requirement of this quest to escort Khadgar in Krasus' Landing in New Dalaran because Khadgar himself and his entourage is missing.

Prior to accepting this quest, Khadgar in Violet Citadel offered to complete quest "Uniting the Isles" and to skip Suramar scenario. I first did the skipping thing, went back and turned in "Uniting the Isles" and I received a "Flight Master's Whistle"

Then the quest "Armies of Legionfall quest popped up which I accepted to begin the quests to unlock Broken Shore. Problem is Khadgar isn't there in Krasus' Landing. There's a few other quests showing on my map but all the quest givers are missing.
