Stuck in Progress with two characters

At this time i stuck in progress with two character
first: (https://www.wowhead.com/quest=40593/demons-among-us) related NPC is not there.Guess due phasing

second: (https://www.wowhead.com/quest=48347/anglepoint-wharf) same thing related NPC did not appear.

So im stuck completely, no area achievement. no further progress in war campaign and heart chamber i guess.
I tried to delete cache and use character repair several times without any success

So maybe im to stupid to do things in the right sequence, but what is the right sequence?

Problem still there, GM reply (delete cache) is not helpful. Did this and character reset servel times...
