Tiragarde Sound - Masking for a friend

2. The NPC (Rosaline Madison) vanishes after I pick up the quest and can't be found in either location to turn in.
3. It should work where I pick up the quest from the NPC at (41.6, 27.0) then I turn in this quest alongside the 2 others I picked up to the NPC at (37.4, 24.8), https://youtu.be/haxPEx12s7E?t=837 here is a video of it shown being done correctly.
