After hunting for this quest for a good 15 minutes on my Holy Paladin, I discovered something that may be of relevance; It appears that you need to be in melee range of the monster to recieve the Juju Frenzy buff.
I killed several furbolgs (Read: 25+) through ranged means, and didn't get it, however one of them managed to get within melee range of me, and the moment it died I got the buff (and thus the quest).
I have no idea if this is how it actually works, but it might be something you'd wanna try in case you are stuck trying to get the quest and it feels like it's avoiding you somehow.
