not always effect (15sec, 30% speed-up) but random effect,
maybe 1~2min cool exist

Well 40% proc chance says nothing weather or not this is good is based on the not yet known ICD.
Did some testing today and the ICD seems to be 105 sec, compare to others 4pt bonus this one is amongst the worst ones.
