There are three buoys in the water off of Pinchwhistle Gearworks in Spires of Arak.
The first note says:
"You've still got a ways to go. Just keep following the buoys and you'll find it. - Gazrix"
Further out, the second buoy has a note that says:
"You're almost there. I'm sure you can see the final buoy by now, chum. - Gazrix"
And the third buoy, next to which floats the body of Nuggle Coinbender, has a note that says:
"Oh, did I forget to mention that your payment is on the bottom of the ocean? Maybe you'll think about that the next time you try to double-cross the Cartel. Just keep swimming down, though. I'm sure you'll find it, chump. -GG"
If you swim straight down from this third buoy, you will find the Coinbender's Payment, which for me contained 141g 73s. Other sources claim that it also contains garrison resources though mine did not.
