[BFA] Can't progress in main questiline

I am doing the 'Uniting Zandalar' quest (https://www.wowhead.com/quest=51916/uniting-zandalar) to progress through the main story in BFA, already done 2 out of 3 territories (Zuldazar and Vol'dun) and now i just need to get Friendly reputation with Talanji's Expedition.

However, there are no more quests left to do and nothing that triggers the quest that makes me go to Nazmir. I was expecting an NPC near the flight master in Zuldazar that should trigger the questline. But he is not there, and now i'm stuck and cannot progress. I tried abandoning the quest and taking it back, but nothing happens. It is really frustrating to get level 120 and still see this kind of bug. I am certain that is a bug since there's no more quests left to do.

Have you completed other 2 locations and got achievements for completion? All the chapters are completed?
