I'm doing the quest series for Broken Shore to unlock Broken Shore and Argus on my alt. Alt name: Iyr level 110 warlock on 7.3.5 x4

I'm stuck "Armies of Legionfall" quest. I've accepted the quest and the quest requires me to meet Khadgar in Krasus Landing in Dalaran to complete and turn in the quest to Khadgar. However, Khadgar, is not there! Not him and not whole entourage! They're all missing!

I've already done this quest on a main toon few years ago. I don't remember having the same problem with my main but I was able to skip some scenarios on my alt because some of the quest givers gave me that option.

Maybe this skipping scenarios bugged my character? Could anyone fix this problem on my alt?? I've already tried searching for answers in google and found none similar to my problem.
