What else does this NPC do in Cataclysm? I saw a warrior talk to him and teleport somewhere,but when i talk to him all he says "Are you here to help the cause? Mount Hyjal burns!".

I think he's there for a quest that takes you to Hyal for the first time.

Indeed. When you accept the quest to report to Mount Hyjal for active duty in service of the Horde, you are instructed to "secure transportation to Moonglade." You can't immediately take the portal - you must first ask this fellow for a teleport. After that, you may begin the quest chain proper, and in so doing activate portals to Hyjal in Orgrimmar. If you don't have the Call to Arms, he won't teleport you.
