According to some info I gathered from internet, patch 7.3.5 (legion), the 3rd relic slot should auto-unlock when you hit level 110 and I'm already level 110 for some days now and yet the 3rd slot is still locked and says, I should first complete order hall campaign.

Problem is my toon is a warlock. I'm stuck at the part of the Order Hall quest where you go to a dungeon, collect a soul, and kill one boss (or the other way around). The problem is only few ppl are online and nobody's doing random dungeons anymore. I can't talk to anyone because everyone can't understand English

I die from the trash mobs when I try to solo the dungeon in normal difficulty. Should I re-do the dungeon when I'm ilevel 920? Seeing that I couldn't start Broken Shore quest either as the starting quest is bugged for my toon, it will take a long time to reach ilevel 920 especially with the 3rd relic slot locked.
