Account wide mount?

I purchased mount with bonus tokens as a gift. They can only use it on one character? It says the bonus mounts are account wide and usable by any character, but only one sees it in the collections menu. How do I fix this for the other characters on this account?

So I tried to buy the same mount a second time for this person, but sent the wrong one. They can't use it and now the 30 day gift delay prevents me from getting another. Can anyone help?
