Where i can get an item

Hello everyone,
it's about he fun 3.3.5a server -
I am seeing the almost everybody is using Ashen Band of Endless Vengeance,
can someone tell where to get it, do i have to do icc rep farm, and if so where to get the ring after that. I looked through the shops but don's seem to find it.
