1. Печать правды (SpellID 42463)
2. Срабатывает лишь когда на цели 5 стаков эффекта Порицания.
3. Должна срабатывать когда на цели 1 и более стаков эффекта Порицания. Урон печати при этом пропорционален количеству стаков, то есть 3,4%, 6,8%, 10,2%, 13,6%, 17% от урона оружием.

Так же можно заметить, что Печать повиновения (SpellID 20424) срабатывает не при срабатывании самой Печати правды, а при срабатывании эффекта Порицания, то есть уже при наложении первого стака ДоТы.

Что как раз таки говорит о том, что прок должен вызываться на 5 стаках печати.
Но возможно были хотфиксы, можете еще пару логов скинуть

Да вполне, только там процентные соотношения при 5 стаках 15%, а не 17%.
