It cannot proc more than once every 6 seconds, meaning its cooldown is of 6 seconds. That's all.

Currently if you dispell it it can automatically proc. It shouldn't, and should not proc untill its cooldown is not reset.

да и кстати, ты вообще тултип спела читал? Не может прокнуть чаще, чем раз в 6 секунд. То есть, при постоянном дамаге прокает раз в 6 секунд. В чём проблема?

В тултипе указано что прок срабатывает не чаще чем в 6 секунд, чего нету у нас.
он и срабатывает раз в 6 секунд, омфг
