1. Debuff Дезертира на игрока, которого исключили из группы случайного подземелья посредством votekick
2. Был добавлен на основе информации с Retail'а времён 2021 года
3. Отсутствовал в оригинале до Cataclysm'a

Доказательства того, что на wotlk оригинала дезертир не накладывался на игроков, которых исключили из группы случайного подземелья:

Except that it wasn't.

And if it really needs to be explained: It was implemented to kick players who behave badly, harass other players, roll need on everything, suddenly disconnect out of nowhere and don't come back for the next half hour, go AFK for half an hour without saying anything at all, etc.
If "having a gearscore of less than 4k in heroic HoR" for you constitutes a type of player who deserves to be removed from the group, I suggest you find a new hobby.
Frankly, if you were in my group and voted to kick a player for the sole reason that he was undergeared, I'd vote to kick you instead.

Seeing how easy it is to replace a deserting party member with the dungeon finder; I don't understand why this debuff is 30 minutes long.

The alternative is to request for kicking people from the group...quite frankly I'd rather just ditch a bad group than start an argument over something that, at the end of the day, is just a game...

Leaving a group
When you leave a group you got via the Dungeon Finder you will get the Deserter Debuff, preventing you from joining another random group for the next 30 Minutes. There are the following exceptions:

• You got kicked from the group
• Your debuff has run out (you have been in the group for at least 15 Minutes)
• The End Boss (or whoever gives the reward for joining a LFD-group) of the Instance has been killed
