2) Spell Penetration просто напросто не работает. Имея 70пенетры и прокастовывая по таргету, у которого mark of the wild ( бафф друида ), таргет резистит немеренное количество спеллов...
3) Spell penetration reduces the target's resistance to your spells; it is a different mechanic from spell hit rating. Spell penetration only works against targets with resistances, and will not reduce resistances below zero. Due to it's implementation, it is primarily a PvP-oriented stat.

вообще похоже что резист с промахом объединили в резист
иногда не разобрать что реально произошло
