In beta patch 8885, this item is now grey and says "This waterlogged book tells you nothing." Maybe a sign of them bringing this to First Aid trainers soon?

I can tell you that the recipe for Heavy Frostweave Bandanges drops in instances. Dense Frostweave (bandages that don't heal as much as Heavy, but do it in 4 seconds vs 8) did, but was changed; it currently doesn't drop anywhere as far as I know. I don't know about any other professions.
