Pre-TBC this wasn't as difficult as it is now as you could turn in WSG marks for rep. Now the only way to get rep is for your team to cap flags, this yields a very small amount of rep making this achievement a lot of WSG farming.

To hit exalted with SS @ 35rep/flag capture it would take 1200 captures or 400 wins. As I understand it, no rep is rewarded for kills in a WG or finishing one without any flag captures.

Good luck farming this! All you get is a title, "Justicar" and to get it you have to be exalted with all 3 BG factions.
