Frost magi with 3/3 Ice Floes can get very nearly nonstop Icy Veins with this. Stack the Stolen Time to full, then pop IV; at this point it will have a 24 second cooldown. Use the 20 seconds of the IV buff to nuke the hell outta your target. Then IV falls off and Stolen Time expires; you'll have 4 whole seconds (oh noes) of cooldown left on IV.
