Судя по описанию тултипа, должен прокать если кто-то из группы и рейда добивает цель и жрец участвовал в ее убийстве, так как опыт и честь при этом получаются

Тултип некорректен. Прокать должно только если прист добил цель.

Is there a reason why I never get this in instances but I do when solo? I read the tooltip and it reads so that it should work.

You have to get the killing blow on a mob to proc Spirit Tap.

I'm a holy priest leveling strictly by instances and was wondering if I will get the bonus of this talent just by healing since I get experience from killing mobs?

You have to get the killing blow to receive the effect.

I was wondering, if I'm healing in dungeon ( low lvl, 18 )
I also noticed that It never 'procs', do I need to damage the mob for a percentage??
Is healing not enough??

You need to get the killing blow on a mob, to proc it.

You need the killing blow to proc Spirit Tap, not just to be involved in the kill. That means you'll only get it at the end of a fight, and only if you were the one to deal the damage that ultimately killed the mob.
