How I arrived at this gear set:
1) I wanted my crit around 30% raid buffed and I wanted my haste close to 25% (or as high as I could afford without sacrificing spell power, intellect or spirit).
2) I want my spirit and intellect to be high, but I also want them to be relatively close to one another.
3) I want my spellpower to be high, as long as my crit/haste/spirit/intellect are fairly well balanced.
4) I don’t want to gear for straight MP5. I want my mana regen to come from other elements of my spec/gearing.
5) I choose the item with +spirit over the piece with +crit/+haste and no spirit where possible. There’s no need to compete with the caster DPS for all of their best in slot items and let the gear well itemized for holy priests go to shard.

All of the boots in ICC are either +crit/+spirit or +crit/+haste. The [Plague Scientist's Boots] are best in slot for tons of caster classes, and may be all but impossible to get your hands on for some time.
