а в чем баг? этот предмет и дает возможность атаковать других. он не должен у нас на пве сервере работать что ли?

If You are on PvE realm, You are still safe (from Your faction or opposite faction), unless You go and tag the censered person. Censered people have to hope that someone attacks them for them to get the coin. I hope I answered Your concerns. If You don't want to be ganked, just turn off Your PvP, wait for 5 minutes and then do not attack any player - You will stay unattackable this way.
