Picked up this trinket today and did some quick target dummy testing (enhancement shammy avg ilvl 344 32% mastery bonus)...
During 10 minutes on dummy:
41 procs, (37 hits 5500-8200 dmg, 4 crits 7500-10700 dmg)
Total proc damage 289.4k / 600 sec = 482 DPS
A few times it procced on several hits in close succession so it definitely seems to be a % on hit mechanic not a PPM.
Very limited data I know but just FYI for those thinking of taking the plunge.
