It never procced even once from: 7*4 = 28 ticks of Living Bomb. 13 detonations of Living Bomb (since most dummies are paired up, most detonations hit twice) Any Ignite ticks caused by tick or detonation crits.
When the spell lands there is a chance to activate the buff. I don't believe the buff will reapply on a DoT tick
