Это маска дамага - фрост. Что определяет, какие эффекты (в частности, эффекты увеличения урона от льда) действуют на него. И это не значит, что урон скилла магический и не должен резаться броней. Магический урон - это эффекты school damage и им подобные, а не weapon damage.
It's not poorly worded. When abilities have two components like that they're made quite clear. Look at Scourge Strike for an example. The tooltip clearly states it does physical damage based on weapon damage and that you then do an additional amount of shadow damage. Frost Strike follows the same pattern defining both the weapon damage and additional damage as Frost damage. Remember it says 123-124% plus 464 as Frost damage. Not it does 123-124% plus 464 Frost damage. Little words are all the difference.

Also you could go hit a dummy and see that it clearly said the hit is Frost. Too complex probably.
