You can eat this at any level as long as you are in the group with the person that laid the feast down. Yes this means 19 twinks can eat this and get the buff.

He had the fish feast "well fed" buff (which gives +30 stamina and some 46 attack power), but in general 19 twinking has been taken to a new level.
Про еду согласится не могу, а вот барабаны перебиваются лапой и подобной фигни быть не должно.
