Icecrown Citadel not allowing Heroic?

I attempted to run ICC on Heroic, but it told me the it didn't allow anything higher than Normal 25. If there is anyway this can be fixed, that would be amazing, thank you .

FYI you are not supposed to enter heroic untill you defeat all bosses in normal version. for example - you need to clear normal 10 to enter heroic 10, same goes with 25 ppl difficulty
