Срабатывание РПР происходит в момент каста способности, а не когда она наносит урон.

В случае с ЛП, сам он не может вызвать прок, но в момент каста происходит расчет попадания способности, а значит и наложения болезни, у которой будет 100% шанс, в случае успешного попадания материнской абилки. И именно от наложения болезни происходит срабатывание РПР, причем еще до того как она достигнет цель:

Как видно из логов, бафф РПР обновляется еще до того как цель получает урон. Флайтайм тут не при чем.
