The High Priestess is a place holder NPC/Mob. It is one of the few cases in WoW where they have a dynamic change that takes place if you completed a quest.

Essentially, she appears if everyone has already saved the princess of Iron Forge. So this NPC is probably an indicator to go ahead and kill her instead of asking and hoping nobody needs the Princess.

As Blizzard has said, the technology available for phasing has been within the game's code since release, they simply neglected to use it on a large scale until WotLK.

What's more, this example of phasing was done within an instance, something that has not been repeated (to my knowledge) again up to this point. Perhaps we'll see examples of dungeon-phasing in Cataclysm.
