A common error:

This teleport crystal cannot be used until the teleport crystal in Dalaran has been used at least once.

In other words, you need to do https://www.wowhead.com/quest=12791 / https://www.wowhead.com/quest=12794 and use the portal in the city to get out, before you can use the portal outside to get in.

Unfortunately, if you fall out of Dalaran without using the crystal there, then you are unable to complete this without help from a mage or warlock. If you try using teleport below in Violet Strand first, you get this message:

"This teleport crystal cannot be used until the teleport crystal in Dalaran has been used at least once."

You must complete this quest to be able to enter Dalaran from the portal below. Alliance queststarter is in Valiance Keep in Borean Tundra while Horde queststarter is in Agmar's Hammer in Howling Fjord.
