Edit: My fault i never saw it is a 5 second buff which has 5 heal ticks each second rather than an entire "vampiric" passive effect of the whole 5% at once.

But fact is there is nowhere stated or given any information that this is a buff-time effect, i guess that's why people never go 2/2 on this talent
since i believe it can't be re-proced if you already have the buff effect and until it's time is finished so 10% is just enough.

Pretty sad honestly, it also makes not much sense to me.

It would be a lot more useful if the heal was nerfed by some %, but it was instant HP-drain
