Can't make guild with filled guild charter

Seems like someone deleted chars, that signed your guild.
Or possibly signed everything from the same IP. Try clearing your cache folder and if that does not help - get another signatures.

I destroyed the charter and bought a new one. It's not working this time either. I got all new signatures from all new people.
