I found him at 40.9, 83.1. Definitely look around inside the various buildings for him. He's a large abomination, the guys with their guts hanging out, so he's hard to miss.

There are 4 Ziggurats in which he can spawn. The 2 northern ones around (34,48) and (40,49), and the 2 souther Ziggurats inside of Deatholme at (30,87) and (35,87).

He has a 2 hour spawn time.

When he spawns, he will spawn in 2 adjacent Zigguarats at the same time. Either the 2 northern ones, or the 2 southern ones. I have one time seen him spawn in all 4 Ziggurats at once.
