2. The mana restoration is fixed, for ilvl460, the total number is 9600, ignoring the haste%, essences(https://www.wowhead.com/azerite-essence-power/105) etc.

Не совсем понятна проблема. На периодические тики урона не работает хаст? Т.к. https://www.wowhead.com/ru/azerite-essence-power/105 вроде должна повышать только саму регенерацию, которая по дефолту постоянно идет, а не получение ресурса от различных источников.
