In my experience Hearthsinger has three spawn points that I have seen, and he DOES always spawn. This is them as if you were coming from the rear entrance (hur hur) of the city. They are all accessed by going through the gate on your left from the courtyard just inside of the rear entrance (that requires the Key to the City dropped from the Magistrate close to Baron Rivendare, Undead Side). As a Level 70, you can avoid every group in this little courtyard heading to the west gate just by being careful.
1) He is to the left of the gate, with two aggroing ghouls in front of him. They can be safely pulled away from him without him linking.
2) He is to the right of the gate. If you are a level 70 you should be able to get to him and battle him at his spawn point without aggroing any other undeads (watch out for the patrolling abomination)
3) He is to the right of the gate, however he is much further away than the previous spawn point. You will need to kill The Unforgiven boss in order to get to him here (this boss should not be too hard for a level 70, but watch out for patrols who can link, and his very high dodge rating). After you kill The Unforgiven, you should be able to see Hearthsinger in the next open area surrounded by some undeads.
As a level 70, most of the undead enemies can be avoided simply by being careful (I just did this as a Warrior...a Tauren no less (podgy!), and managed to avoid all the groups. Just had to take care of a couple of patrols).
I would recommend making a '/target Hearth' macro upon starting your farming, and first use it when you enter the west gate that leads from the undead side to the human side (where he can spawn to the left or right of). If you get him targetted he will be in either spawn point 1 or 2, if not you're in for the long haul (you may want to leave and reset if this is the case).
