Can't Find NPC'S!

As the header mentions, I'm new to the server and certain NPC's (like Chromie) are missing from area's they are supposed to be.
I can't begin quests in any area new or old, and I can't access the WoD expansion in any way. Where have I might made a mistake, or what might I Do to solve this issue.
