What steps will reproduce the problem?
1. Tell someone to sap/blind/stun you
2. Cast Hand of Protection on a friendly target

What is the expected output? What do you see instead?
Hand of Protection should only be castable on yourself it you're stunned.
If you're saped or blinded it shouldn't be castable at all.
Only castable at friendly targets while you're free of any control losing
effects.
What revision of the Core are you using? On what operating system?
