Damage is 9063-13594 base plus 67.5% of your AP as physical damage(reduced by armor). ICD is 27s(definitely not an even 25), at least for the ilvl 397 version. It benefits from any damage modifiers that affect physical damage. It's able to crit for double damage(likely 206% damage with a 3% crit dmg meta), and appears to use melee crit chance for its chance to crit.
