The damage seems to be in order, on my warrior i did 27k non crit on a Raider's Training Dummy, while I had Colossus Smash up(Bypasses all the armor), the tooltip states I would do 27k damage too. This is the most accurate testing I can do, since it bypasses all the armor and the target has no resillience, so it should hit for the same amount as the tooltip, which it does. It crit the target dummy for 19k without colossus smash up, that means a non crit would be approx 8.2k, since the crit on bone-link is 203% damage, cos of the helmet damage. That was with the heroic version.
The iCD also seems to be fine, ran a timer that i set to 27 seconds everytime it procced, and it procced approx every 27 seconds. The trinket has a 15% proc chance which is fairly high, so its to be expected. There seems to be nothing wrong with the trinket.
