1-WP is a very complex and hotly debated issue on the beta forums.
1) Yes, it is working. I assume by working you strictly mean that it functions and is not resisted 95% of the time like it was prior to 8982.
2) In 8982 (first time WP really worked) the extra disease dmg double dipped off all of the dmg modifiers, so your disease extra hits did 164% dmg, not 100%. This appears to have been fixed in 9014.
3) WP damage scales quadratically, not linearly, with number of mobs. This is the hotly debated issue with a hundred different proposed solutions. All AE (afaik) scales linearly, except WP. As a result, WP can do amazing dmg. All of this for a passive ability obtained for 3 talent pts.
2-9014 changed the double dipping of dmg modifiers and might have changed some scaling.
Right now, WP does ~3% of my total dmg PER mob.
If I pull 1 mob, it does 3% of my total dmg. If I pull 5 mobs it does 15%.
