Fly mounts for quests in Northrend

Why I can't use fly mounts in Northrend? It says the fly mount is only for Northrend and Outland. In Outland I'm flying without any problems but in Northrend, it says I can't use that there. I'm doing something wrong?

Or you can buy book from this NPC on level 80 and send this book to your alt character and fly in northrend on 68 level+

you have to learn cold weather flying in Dalaran city or at the Borean Harbor.

it costs 1000 gold it's little bit muc but you can beg any characters in stormwind since it's difficult to earn gold here if you are new
