You get this quest by doing the fire quest in Goldshire, Kharanos, and Azure Watch, every 4 hours starting at 12am. The costumed matron gives the quest during the Horseman event that happens in each small town.
Just continually put fires out until the horseman comes down to the ground. He'll die quickly, he's only level 11. He'll drop a pumpkin head that everyone can loot.
When you turn in your quest at the matron,
she'll send you to the Scarlet Monastery to inspect the pumpkin head in the Graveyard instance. Everyone should turn in that part, and then when the Horseman is dead in the instance, everyone can get a new quest from Sir Thomas. He'll give you the item to give to the matron back in Goldshire (or Kharanos, or Azure Watch).
Only one person can summon the horseman at a time, but as long as everyone turns in at the pumpkin, you can all get your quests done the first time, instead of one at a time. You still have 4 more summons after that to play around with.
