bug tortolan trader's stock world quest reward

Hi, I got a level 445 chest reward which gives me "a trinket or ring of my loot specialization" from a quest to complete 3 world quests for the tortolan seekers faction. But when I completed the quest I got a chest that won't open, it does not give any equipable gear

I completed these quests before which rewarded weapons or pieces of armor and it worked fine, but not this time

This is a bug that unfortunately hasn't been fixed yet.

is it all of them bugged, just so I know to not waste time on these?? or is something that happens occasionally??
