Two questions: 1) Can it crit? 2) How much percentage does it get of spellpower? Like 33% per orb as earth shield does? Thanks for anyone who answers.

26.7% bonus spell damage per charge (80% total). Looking around the net seemed to show a general consensus that lightning shield cannot crit, which also matches my observation of it, though this isn't based on any hard testing of it.
