2) скейлится от хасты. к примеру, при получении замедления http://wowroad.info/?spell=31589 (а также возможно и тонгуса, нет возможности проверить) гкд становится 1.5, хотя в клиенте отображается всё еще 1(т.е. спелл в клиенте готов, но нажать его нельзя из-за т.н. ГКД)
3) у рог гкд всегда 1 секунда, независимо от количества его хасты

Haste does not affect rogue GCD.

For spells, yes. For melee/ranged attacks, no. Note that the GCD is capped at 1 second no matter how much haste you have, though.
EDIT: Just to clarify, though, certain melee classes have a 1 second GCD, those being rogues, hunters, druids in Cat Form, and DKs in Unholy Presence.
Haste indeed lowers the GCD, but only for spells. So unfortunately crusader strike, judgement and templar's verdict don't profit from it
