Testing is still showing KM being around 5PPM at 3/3 (like the 5/5 of WotLK)
being PPM it gets a great benefit form haste, as PPM proc chance is based on weapon attack speed before Haste is applied

PPM are not a guarantee of procs, they are the average of procs over a long time.
In the end, PPM are a flat chance, the chance is dependent on weapon speed.
faster weapon -> lower chance
slower weapon -> higher chance

5 PPM on a 2.6 weapon -> 21.66..% chance
5 PPM on a 3.6 weapon -> 29.99..% chance

PPM / ( 60s / weapon speed ) = proc-chance

Also note that KM only procs on Auto-attacks. The tooltip is incorrect and is soon to be updated.

The mechanics of this talent have changed in patch 3.0.8. Rather than requiring critical hits it now uses a proc-per-minute system. Killing Machine seems to proc 5 times per minute, or 10 times per minute if you're using two weapons.

Patch 4.2.0 (2011-06-28): Can now properly be triggered from off-hand attacks as well as main-hand attacks.

По логам выяснилось что с двумя одноручными PPM всё равно = 5. Ведь с левой руки не прокает.

Killing Machine 202 662.7 12.7 % - количество проков машины
1876 - количество успешных аа.
1876/2 -Количество аа с правой руки

202/(1876/2)/2.6*60=4.97 PPM




Поэтому если бы прокало с двух рук. То во первых PPM должен был быть в 2 раза ниже (2.5PPM). Во вторых мы бы в логах видели двойные проки (при одинаковой скорости оружия)
