Cannot bind account to mobile phone

Hi i would like to connect my mobile phone numbre to my account. but whenever i follow the instructions on website my phone says message failure.
The following instructions where like this :Send SMS message SAY 41179 W936YD to the short number 3364, and then return to the office.
The cost of communication is 1.91 eur.
(this just roughly google translate since i am not russian)
so i send the message 41179 W936YD to the numbre 3364 but whenever i send there is message failure am i doing something wrong?

it says everytime sending failed so i am guessing i type the wrong numbre but how can i misstype 3364 i dont get it

So i was looking trough the forums and i saw a guy having the same problem as i do.

i also can only change email trough phone but its not working for some reason
